Legislative Issues

In recent meetings of the CAPA Government Affairs Committee the following legislative issues were identified as items of interest to the five member associations of CAPA. The presidents of the five member associations in discussions with the CAPA President have prioritized these issues from most important to least.

1) Biometric IDs for pilots, anyone with access to the cockpit, including FAA Inspectors and anyone traveling with a firearm.

2) Fatigue - Duty Day, Daily Flight Hours, Ultra Long Range Flying and International Reserve Rest are all of concern.

3) CBA Protections in Overseas Operations.

4) Secondary Cockpit Barriers - HR 3925 is germane.

5) Foreign Ownership - its coming, how do we influence it our way?

6) FAA Oversight - Safety and GAC will monitor and make recommendations.

7) Mergers and Acquisitions - Allegheny Mohawk guideline due to Bond McCaskill.

8) Next Gen ATC - Safety Committee monitor and report.

9) Carbon Footprint - Global Warming Bill currently in US Senate.

10) Passenger Bill of Rights - State Courts defeated it, Federal Courts up next.

11) Radiation Exposure - Research and Funding Passed.
