(Washington, DC – July 10, 2019)   The Coalition of Airline Pilots Associations (CAPA) representing more than 30,000 professional passenger and all-cargo pilots strongly supports H.R. 3632 “Fair and Open Skies Act” introduced by Reps. Peter DeFazio (D-OR), Rick Larsen (D-WA), Sharice Davids (D-KS), Rodney Davis (R-IL) and Drew Ferguson (R-GA). This important bi-partisan legislation will ensure that authorizations issued by the Secretary of Transportation to foreign air carriers do not undermine labor (rights) or safety standards.

“We are extremely pleased that Congress has recognized that U.S. aviation jobs, labor protections and aviation safety must be held to the highest standards,” stated CAPA President Capt. Larry Rooney, “Aviation is a crucial component of our U.S. economy, and a potential loss of our indigenous airline industry is clearly never in the public interest.”

H.R. 3632 will require the DOT Secretary, to consider, when issuing foreign air permits, possible “erosion of labor standards associated with flag of convenience carriers”. It would also prohibit the Secretary, in some cases, from issuing foreign air permits unless the Secretary determines the airline will not “undermine labor standards”.

“This legislation sets a new standard that the Secretary of Transportation would need to meet prior to granting foreign carriers to launch U.S. flights,” stated Captain Rooney, ”we must ensure that a level playing field is provided for U.S. carriers to compete globally, and cannot allow the U.S. airline industry to suffer the same fate as the U.S. merchant marine fleet decades ago, by flags-of-convenience carriers,” added CAPA President Rooney.

CAPA applauds Reps. DeFazio, Larsen, Davids, Davis and Ferguson and the many original co-sponsors for their tremendous efforts to halt the potential loss of U.S. aviation jobs, protect the U.S. aviation industry, all while protecting the safety of the American flying public.
