Washington, D.C. (September 18, 2019) – The Coalition of Airline Pilots Associations (CAPA) representing more than 30,000 professional passenger and all-cargo pilots supports the markup of H.R. 3632 “Fair and Open Skies Act” this week. This important bi-partisan legislation, introduced by Reps. Peter DeFazio (D-OR), Rick Larsen (D-WA), Sharice Davids (D-KS), Rodney Davis (R-IL), Drew Ferguson (R-GA), will prevent the entry of “flag-of-convenience” carriers into the U.S. airline market and undermining labor standards.

“We are extremely pleased that many in Congress have recognized that U.S. aviation jobs, labor protections and aviation safety must be held to the highest standards,” stated CAPA President Capt. Larry Rooney. “Aviation is a crucial component of our U.S. economy, and a potential loss of our indigenous airline industry is clearly not in the public interest”, he added.

The amendment would require the transportation secretary, to consider, when issuing foreign air permits, possible “erosion of labor standards associated with flag of convenience carriers”. It would also prohibit the secretary, in some cases, from issuing foreign air permits unless the secretary determines the airline will not “undermine labor standards”.

“This legislation sets a new standard that the Secretary of Transportation would need to meet prior to granting foreign carriers to launch U.S. flights,” commented CAPA President Capt. Rooney, ”we must ensure that a level playing field is provided for U.S. carriers to compete globally, and cannot allow the U.S. airline industry to suffer the same fate as the U.S. merchant marine fleet decades ago, by flags-of-convenience carriers. As such, CAPA stands with its’ union brothers and sisters to ensure that this important legislation is enacted into law,” stated Capt. Rooney.

CAPA applauds Reps. Peter DeFazio, Rick Larsen, Sharice Davids, Rodney Davis, Drew Ferguson and the many co-sponsors for their tremendous efforts to halt the potential loss of U.S. aviation jobs, protect the U.S. aviation industry, all while protecting the safety of the American flying public.
